The European Commission fined Microsoft for 561 million euros

The European Commission fined Microsoft a company to 561 million euros. The cause was a violation of the Windows developer has assumed an obligation to provide users with a choice of browser.
This commitment was made by Microsoft in 2009, when the company agreed to the terms and conditions, the Windows user simply choose the default browser, without limiting its own program for Internet Explorer. The basis for liability was almost monopoly Microsoft in the market for PC operating systems.
Period of the undertaking has not yet passed - this will only happen in 2014. The Commission was able to find out that Microsoft did not offer a choice of browser in Windows 7 Service Pack 1 for the period from May 2011 to July 2012. According to estimates that European regulators, which means that 15 million Windows users in the European Union in the period were denied the right to choose. Microsoft has acknowledged that a violation has occurred.
Curiously, he calls the disappearance of a software developer choice browser "technical error."
As far as we know at this point, Microsoft has no plans to challenge the Commission's decision and promised to prevent similar mistakes in the future.
